The ROW geometry from Parcel was originally extracted and dissolved on MAJOR only, to produce a relatively small polygon feature count, rather than following the old coverage/shapefile ROW model of one ROW super-poly. The ROW geometry will now be extracted from Parcel and dissolved on MAJOR, MINOR, and PIN so that the resulting layer will have fields identical to the Parcel_area layer (MAJOR, MINOR, PIN).
